This approach has been proven at scale through direct leadership on major state transportation efforts, including management of a 7-year asset maintenance contract along the Interstate 95 corridor under Florida Department of Transportation. Within this high-volume, high-visibility corridor, operations were executed under continuous performance evaluation, requiring strict adherence to FHWA performance measures, FDOT maintenance standards, and real-time responsiveness to dynamic roadway conditions.

In parallel, we played a key leadership role in Florida Department of Transportation systemwide safety upgrades, overseeing the large-scale replacement and repair of deficient and outdated guardrail systems and crash attenuators. This work was executed in alignment with Federal Highway Administration safety guidance, including MASH (Manual for Assessing Safety Hardware) criteria, ensuring that all roadside safety hardware met current impact performance standards. These upgrades directly contributed to improved roadway safety outcomes across heavily traveled corridors.

 

Each project begins with a disciplined evaluation process grounded in frameworks established by the Federal Highway Administration and reinforced through training from the National Highway Institute. Assets are assessed using Transportation Asset Management Plan (TAMP) principles—integrating condition data, lifecycle analysis, and risk prioritization to guide maintenance strategies.

 

This methodology is reinforced by four years of direct experience within the FDOT Maintenance Rating Program (MRP), serving in both Leadership and Technician roles. This experience provides a granular understanding of how roadway assets are evaluated, scored, and audited against FDOT performance standards. From roadway surfaces and drainage systems to signage, guardrail, and right-of-way conditions, every maintenance activity is executed with full awareness of how it impacts MRP scoring, compliance thresholds, and contract performance metrics.

Schedules are developed using Critical Path Method (CPM) and aligned with DOT reporting requirements, while cost management is maintained through disciplined budgeting practices consistent with federal-aid project oversight. This ensures that all work—whether preservation, repair, or safety upgrades—is delivered efficiently and remains fully defensible under audit.

 

In the field, operations are governed by a zero-compromise safety culture. Work zones are implemented in strict accordance with the Manual on Uniform Traffic Control Devices (MUTCD), ensuring compliant Temporary Traffic Control (TTC) setups that protect both workers and the traveling public. Safety protocols are reinforced through OSHA compliance and FHWA work zone safety initiatives, supported by NHI-informed training practices.

 

Coordination remains a defining strength. Acting as the central interface between subcontractors, FDOT personnel, municipal agencies, and executive stakeholders, we ensure that all activities align with state specifications, environmental compliance requirements (including NPDES/MS4), and permitting constraints. Communication is structured, proactive, and fully documented in accordance with DOT expectations.

 

Quality assurance is continuous. Inspection processes aligned with FDOT Construction Engineering & Inspection (CEI) standards ensure that all work meets or exceeds required performance levels. Adjustments are made in real time to maintain compliance with pavement condition targets, roadside safety standards, drainage performance criteria, and overall asset condition benchmarks.

 

The result is a delivery model that is not reactive, but predictive, performance-driven, and fully aligned with both federal guidance and FDOT operational expectations. Infrastructure lasts longer, safety improves, and agencies gain confidence in consistent, measurable outcomes.
